Who is responsible for removal of snow and ice from a public sidewalk?

During the winter it is up to each property owner to clear public sidewalks of snow and ice. City ordinance states all snow or ice remaining upon public sidewalks is hereby declared to constitute a public nuisance and shall be abated by the owner or tenant of the abutting private property within twenty-four (24) hours after such snow or ice has ceased to be deposited. This is necessary to ensure the safety of people using the sidewalks during the winter. Property owners found to be in violation may have their sidewalks cleared by the City and will be assessed the cost of removal.
